Yes, but not fully, there is initial support for offline viewing of the codes, but project-related functionality is not yet supported. A complete offline experience is on a future roadmap, and if this is a high-priority functionality for you, let us know!
In order for a given code to be available offline, you need to toggle offline support when viewing that standard.
Once a code is made available for offline viewing it will have a green sync icon in the Library and Quick Links listings.
Also, if there is no internet connection those listings will continue to be enabled, while others will be disabled.
